“They couldn’t understand why we were arresting them,” a Harlem officer told the Times. “They were angry with us. They said, ‘I’m on welfare. I’m taking what I need.’”

In the weeks following the blackout, a sense of outright nihilism penetrated the city. An August Times editorial, noting “a shared sense of outrage and impotence,” asked, “Is New York City, after all, a failed ultraurban experiment in which people eventually crack, social order eventually collapses, and reason ultimately yields to despair?” President Jimmy Carter, barely half a year into the job and in town for events at the United Nations, took an unannounced trip to the South Bronx to survey damage. Though he looked concerned and called the visit “sobering,” he would ultimately offer only $11.3 million in grants and loans to the city. A couple of weeks after his visit, as game two of the World Series unfolded at Yankee Stadium, sportscasters Howard Cosell and Keith Jackson casually noted—and ABC’s cameras caught—a fire raging out of control in an abandoned building nearby. They checked in on it periodically through the game. There did not appear to be any effort to extinguish the blaze.
